Lack of unified vision has stifled the development of broadband

I wrote a couple of days ago that lack of unified vision and misinterpretation of competition have stifled the development of the society in US and I took an example of (bad) water in Southern California. A similar thing can be said about broadband adaptation. To put it plainly, the quality of broadband service in US (Southern California) is bad. It has not improved for the last five years while the price has not come down. Connection gets dropped frequently; bandwidth itself is not that great. Given the immature infrastructure, one of problems is that many people feel superior if they have a better connection than others and if they have a wider bandwidth than others; what matters is the fact that they have something better than others rather than the fact than they have a good product and/or service. So many people are misguided and they have a wrong mindset. Seeing what other countries have done (for example, Canada whose population are much more widespread), it is easily conceived that, if the country, US, has a unified vision and/or the government policy on broadband, everyone can get a much better product at a much cheaper price. However, the concept of "Everyone in the society wins" does not appeal in US. Lack of unified vision has stifled the development of the society. When you pick up a marketing or sales guide, the guide often talks about win-win situation in order to succeed. The problem is that "win-win" is discussed only in micro scale like sales and marketing but it is not discussed in macro scale.
